Summary
ODC is looking for a new full-time Project Officer for our new project called ICT in Education. This project addresses the language and digital barriers faced by indigenous primary school students in Cambodia, which have become even more visible as a result of Covid-19. This project will provide innovative digital learning support to primary school indigenous students who have a limited knowledge of Khmer language, hence making education more equitable and accessible for all children, regardless of their social and cultural backgrounds in line with SDG 4. The target of the project will be primary school students from indigenous communities, the majority of whom live in the rural provinces of Ratanakiri, Mondulkiri, Kratie, Stung Treng, Kampong Thom, and Preah Vihear.
The ICT in Education Project Officer will be in charge of monitoring all relevant project activities implemented by both ODC and its implementing partners at the grassroots level. Their responsibilities will include coordinating video production, conducting Training to Trainers (ToT), and providing regular updates on project implementation progress. In addition, this position will also be responsible for producing reports, as well as providing support and participating in workshops and meetings with stakeholders and implementing partners.
Key responsibilities:
- Support the coordination and implementation of project activities related to the ICT for Education project, keeping track of all achievements.
- Monitor and evaluate project results based on the initial project plan. Produce project reports assessments for both internal and external purpose.
- Assist in managing the project’s budgets to ensure consistency with the approved budgets.
- Work closely with service providers to coordinate video production.
- Coordinate with the Communication team to design a package of Information, Educational and Communications (IEC) materials, videos, and podcasts for Cambodia primary school students.
- Publish promotional material and project success stories on the ODC website and social media.
- Collaborate with the Ministry of Education, Youth and Sport (MoEYS) to identify and select the most adequate topics to be included in the educational videos.
- Build and strengthen communications with NGO partners, stakeholders, and Government agencies, in particular the Ministry of Education, Youth and Sport and Provincial Department of the Education Youth and Sport in each target province.
- Coordinate with a research partner and an external consultant to conduct baseline, midline, and end-line studies.
- Support the Editor team in compiling news, announcements, law records and library records on ICT and education, and publish them on the ODC platform.
- Conduct a Training of Trainers (ToT) for teachers in the target provinces.
- Support in the organization of events and meetings with project stakeholders.
- Participate in outreach and capacity-building events related to the project.
- Represent ODC in community activities.
- Perform other tasks as needed or requested.
Requirements:
- University degree in education, social sciences, development studies, media and communication, or other relevant areas.
- At least 2-year working experience in civil society organizations and/or government, preferable.
- Experience in supervising projects and leading teams, preferred.
- Proficiency reading, speaking and writing skills in both Khmer and English. Knowledge of indigenous languages is a plus.
- Experience conducting research on education, and development issues and working with research teams are desired.
- Good problem-solving skills and ability to take the appropriate initiative to achieve objectives.
- Demonstrated ability to handle multiple tasks and assignments simultaneously.
- Good interpersonal skills and successful experience working effectively on a team.
